Provided that you jail them this long. Germany is releasing most
murderers after 23 years. They get life sentences, but jailing without
even a chance of parole is just as unconstitutional over here as the
death penalty. So after about 20 years they get looked at by a panel of
law enforcement guys and if not deemed dangerous any more they're
released at 23 years. Recidivism is very very low after that time,
especially for people who murdered out of greed, envy, and so on.
Pathological murderers (i.e. madmen) are of course more likely to to go
postal again, so some of them are indeed not released.

And guess what, this "leniency" doesn't seem to drive up the homicide rate.
