I would suggest Prosel. IIRC, the GS version can set itself as the startup program when installed. It's been awhile so I could be wrong. As a plus, you get some great utilities for file/disk maintenance. There is also an 8 bit version but I think the GS version may have more functionality.

If you want an 8 bit program, there was a GUI available. Be aware that it may not display well except on a monochrome display. A custom graphic menu program would get around this display issue but may not offer many options per screen.

Kitchen Sink Software @ http://www.kitchen-sink.com/a2/index.html has System II which could fit your needs but it is a little large for a simple menu.
