That is the normal behaviour. The Apple IIe scans the slots looking for
drive controllers and attempts to boot from the first one it finds. A 5.
25" floppy driver controller will boot from any slot, and well-written
software should handle it being in any slot too. For some reason slot 6
was the traditional slot used though, and this was reinforced when the
IIc and IIGS come out with built-in drive ports fixed in the slot 6
space.
