Sure it can! 

You need to look around for and install "Localtalk Bridge" on the IIci. 
But be aware that it might be pretty tough to find a copy anymore - Last 
time I looked, there were only a couple of places to find it. That was 
7-8 years ago now.

That's how I put multiple LC IIIs (talking amongst each other via 
LocalTalk cabling) in contact with the internet via my IIci's connection 
(via ethernet) to my Powermac 7500, which had the modem that did the 
actual connecting to the 'net. LocalTalk Bridge is *INTENDED* to be 
solely an ethernet/Appletalk bridge for talking to printers (and that's 
how I originally used it - the network map looked like this:
7500 <-- ethernet --> IIci <-- LocalTalk --> HP Deskwriter) but when I 
plugged one end of a spare chunk of phone wire into the empty hole in 
the IIci's LocalTalk connector, and the other end into an empty hole in 
one of the LC III connectors and did some "Let's see if this will 
actually work" tinkering, I found that all of the LC IIIs could share 
the internet connection provided by the IIci/7500 ethernet connection 
with no trouble at all. I could just as easily "Timbuktu" via "TCP/IP 
over LocalTalk" from the 7500 to any and all of the other machines on 
the network using the same method.

I can see absolutely no reason why a IIgs couldn't have been LocalTalk 
connected to the segment of the network the LC IIIs were on, and been 
just as easily reachable from the 7500 (or even the internet...)

If I were to try to rebuild that network today, and throw an Intel-Mac 
into the mix via ethernet connection (or simply replace the 7500 with 
the Intel-Mac) I can see no reason it wouldn't be able to do things just 
the same...
