No, all PowerPC Macs can run Classic (Mac OS 9 running inside OS X). The
later G4 Macs and all the G5s can no longer boot into Mac OS 9 though.

SheepShaver http://gwenole.beauchesne.info/projects/sheepshaver/ is a
free Power Mac emulator that runs on Mac OS X, as well as Windows and
several versions of Unix. It's supposed to be quite good but I haven't
had the chance to try it because the Mac versions only supports Mac OS 8.
5 through 9.0.4, while I only have CDs for 8.0 and 9.2.1.

As a consolation the best emulators are on the Mac: Bernie ][ the Rescue/
Sweet16 and Virtual ][.
