I know what's causing the problem now.  It does implement HTTP 1.1, but its
CSS implementation is horribly broken.  I used to set up websites to serve
standards-compliant HTML and CSS to other browsers and mangled,
non-standards-compliant HTML to Netscape 4, but I quit doing that a few
years ago.  You really should upgrade to Firefox; it has a much better CSS
implementation.
