JPEG images are converted to PostScript with jpeg2ps:

TIFF images are converted to PostScript with tiff2ps, which is part of
LibTIFF:

GIF images (there were maybe two or three in the collection) are converted
to PostScript with giftopnm and pnmtops, which are part of Netpbm:

http://netpbm.sourceforge.net/

The PostScript files are then concatenated and converted to PDF with
Ghostscript:
