Not exactly.

The version numbers you mention are the "IIgs System Software" version.
The IIgs system software includes ProDOS 16 or GS/OS plus the toolbox
and a whole bunch of applications and other files, all of which have
their own separate version numbers.

If I remember right: the version number of ProDOS 16 started at 1.0 and
got as high as 1.6 (in IIgs System 3.2); the version number of GS/OS
started at 2.0 (in IIgs System 4.0) and got as high as 4.0.3 (in IIgs
System 6.0.1).

The ProDOS 16 version number is prominently displayed on the text-only
startup screen, for a large portion of the boot sequence. The GS/OS
version number is much better hidden - you have to hit the space bar at
the right point to see the text startup screen, otherwise you get the
graphic screen (with progress bar in later versions).
