Quark dongle?

I found this in a IIe someone donated to me recently:

Labelled "Quark" at one end, this PCB sits in the keyboard connector
on the mb and has a cable that plugs into the paddle socket.  Instinct
says this is a copy protection dongle.  Does anyone have more info?
