What kind of adapter are you using to bridge a IIGS DB15 RGB output to
VGA Dsub15?

XRGB3 documentation specifically states that the VGA input terminal on
the XRGB3 only supports sync rates of 32 and 48 kHz.  Only the 21pin
Multi RGB AV connector supports 16 kHz sync input.

Did you try the 21 pin multi AV connector?  I am confused because your
comment above that it is "supposedly different from the European SCART"
sounds like you don't have the right cable to try it.
