I can't really help you but I experienced a comparable situation while
converting an "International NTSC"-IIe motherboard to a "real"
NTSC-board.

See, I collected lots of crystals over the years and found two with the
right frequency which I then put into the board (after desoldering the
50-Hz-IOU-chip, soldering a 40-pin-socket onto the board, putting a
60-Hz-IOU-chip into the socket...).

They didn't work. Maybe they were broken, but I salvaged them from old
but working hardware...

Only taking a crystal from a real NTSC IIe board did work.
