Do let us know when you figure it out - this problem is almost
certainly due to these capacitors, be it from reduced capacitance, or
the associated induced ESR that is common with failing electrolytics.

I've been bitten more than once by a dead cap that appeared fine, yet
on closer inspection had ESR many times what it should.

I've been lucky with Apple II power supplies though. The only time I've
had issues with mine I simply replaced the electrolytics without even
bothering to determine the cause of the fault. A very small amount of
money and an hour or so later everything was working fine.
