Well, on the outset it's more complex.  but working with an emulator to
prepare the disk images is ultimately most useful since you can test
drive the images before spending the time to copy them over. Side note:
adt or some variant could be ported to a small embedded linux device
with a com port.  ;-)

Of course, on a slightly different note it would be extremely cool to
have a [perhaps fgpa-driven] device that emulates a disk drive (//c or
the newer //e din-style connector one) and lets you have a usb stick or
CF card with a bunch of images on it.  That way you can have a
quasi-hard drive on a //c via emulating a bunch of floppies for
example.  Hey GSE guys, done with that yet. ;-)
