Yes, but vitally important to them. :-)  I suppose there is a path from
bare metal to 5.25" bootable DOS 3.3, to a ProDOS 5.25" image, to 3.5"

That was my point.  The only downside to DOS ADT as a way to get
bootstrapped is that it requires a 5.25" drive and a couple of
floppies--which most users would consider a requirement in any case.

a ProDOS version of "ADT" that could support various disk types.


I agree.  And one can get working independently of the other - i.e.
ProDOS 800k-capable ADT is a separate development effort from the
bootstrapping exercise.

And much simpler, if it is thought of as a normal application.
