As far as I'm aware all the composite colour monitors Apple sold for the Apple II were NTSC, even the ones sold outside the NTSC countries.
In my experience NTSC looks better than PAL, but this is on a //e so it might not apply to //c. I changed the motherboard from PAL to NTSC for another reason (the CGA interface I made needs 60Hz signal).
