Unknown Apple II board: "FLY BD"

While sorting through an old drawer of Apple II cards I came across one
labeled "FLY BD" with "FLY" in script letters. The board is copyright
1982 and has two long 16 wire ribbon cables coming off. The cables are
cut at the ends (Ie, no connectors). There are handwritten labels on
the connectors for the cables that plug into the board "D1" and "D2".
It has a 6522 chip on it, and an EPROM.

The "D1" and "D2" make me think it is a drive controller but it doesn't
look like other drive controllers I've seen before.

Any help appreciated!
