That definitely is a 65816. The 4 MHz variant if I'm not mistaken.

It's a 32k*8 CMOS SRAM with 120 ns access time.
Seems to be manufactured by the company "S-MOS".

This seems to be an SRAM chip, too: 16k*1 CMOS SRAM with 45 ns access
time.
Could be used as a serial buffer, I guess.
