I was actually thinking more along the lines of original IIe vs. C64, since they came out at about the same time.

In that case, again the C64 is not the correct machine to compare with.

The //e should be compared to a PET-compatible machine that Commodore
never built, abandoning their PET base.

The design of the //e was essentially determined by the design of
the Apple ][, plus common add-ons like the language card.  It was
nothing like a "clean slate" design, and as a result it inherited
the already-huge software and hardware base of the ][.
