A DOS system master loads DOS as if the
Apple II only has 4K of memory, then
relocates it to the final area against
top-of-memory.  Fooling this relocator
is how most DOS-in-language-card mods
are done.  You can also put one of the
many DOS disassemblies into an assembler
and relocate exactly where you want
it to be.
