That will of course provide the best final result, however it also means
a lot more work.  First, the pages should be rescanned at still
higher resolution (OCR software isn't as good as the human eye-brain
combination in reading text available in low resolution).  Second, after 
having scanned + OCR'ed the text, it *will* need manual proofreading
and correction.  That takes some time, although it is still much faster
than typing it all in by hand - I estimate it to some 5-10 times faster.
Finally, one learns what kind of mistakes one's OCR software often
does and after having OCR'ed some pages one knows better what kind
of "OCR typos" to look out for and correct.

One way could be to share up the work: one person could do the scanning
and post the scanned pages, and someone else could OCR these graphics
files.
