It would only require the creation of one global "guest" account rather
than accounts for every potential user.  Currently there are flags for
what system administrators can do vs regular users.  This can be
extended to further limit the "guest" account's capability.  It should
be a trivial mod.  I was a sysop/cosysop for over 8 years on various
systems and access like this wasn't a problem to implement.
