Yes. it needs configured. Mainly the location of a compatible rom image. It also allows you to use disk images by opening them via a browser or the included file manager. You can also set up things to boot into the same configuration every time.
For the specific fix to your startup. Try hitting the <ctrl>+<F12> keys for a system reset. This should startup the built in Applesoft. Once there, use the <F3> key to enter the configuration dialog.
Alternately, press <ctrl>+<(slot number of drive)> to load only a disk for that drive. There are many more options you should research.
