I've written software in the past that converts the hi-res screen
into lo-res.  This would be right up your alley.  Taking a hires picture
and converting it to lores/text.  The only downside is the output resolution
really is (for lack of a better word) shitty ... :)

If you simply copy from $2000-$23FF into $400-$7FF you get a quick
and dirty hires to ascii (or lores) conversion.  And really, it would need
a lot of editing to look good.  You lose a lot of detail and resolution 
(obviously)
doing it this way, but it's a quick start on ascii art to work with.

I've been wanting to put together a lores movie maker/player for some time
now.  Only problem is that main ram will hold only around 30 frames if I
really scrunch the code to display them quickly.  Even at 10-15 fps for 
decent
playback, you'll see the disk access is a killer.

I'd love to someday see someone convert that ASCII-Matrix to the IIe! :)
