old question: getting files to the ][

I have a IIGS/ROM-3 with only keyboard, mouse, 3.5" FD, and 5.25" FD.
I have a few apps on 3.5" disks which work but I don't have an actual
OS floppy. In order to transfer files I was thinking of making some
sort of cable and whipping up a program on each end (have done this
successfully on an Atari 8-bit before).

My question is: how can I write to a floppy (or initialize, copy
files, or whatever)? If I understand correctly, this functionality is
added to BASIC via a portion of the OS which loaded from disk, which I
don't have. Though given the built-in BASIC and ML monitor anything is
possible... or would it be too much hassle, and I should try to get a
proper boot disk first?
