Assuming you're fairly familiar with writing code for the CPU, you can find
the data sheet here:

It has the tables you need, but it's fairly terse. The definitive guide
is the Eyes/Lichty book, which has the same tables but in a slightly nicer
layout:

It is hard to find, but it's the one book you really want.
You will need access to a real IIgs. Some odd cases aren't specified,
such as certain behaviors in decimal mode, and strange things will break
if you don't emulate the exact behavior of the real thing. (Ask anybody
else who has written an emulator.)
