sure that the previos owner didn't switch any chips around.

Some of the ICs do get hot to be uncomforably to hold.

Yes, there should be a couple of jumpers on the external power supply pins

You should be able to type PR#x to get into the card partition manager
program. If not I'd consider removing all the RAM except Bank 1. If
it still doesn't work I'd try swapping that bank with some known
working RAM.
