Here are the differences between a PAL IIc and an NTSC IIe.

That is a sensible idea. All you need to run it from 240VAC is a hefty 12V
plugpack and a DIN 5 or DIN 7 (prefered) plug. Solder the two wires from
the plug pack to the appropriate pins on the DIN plug and you have a IIc
power supply.
