According to Jim Sather, the Rockwell R65C02 works in a II/II+
while an NCR or GTE 65C02 does not (see page 4-22 in Understanding
the Apple IIe). Apparently the RAM read data is set up too late
on the II/II+ for the 65c02 to reliably read it.

It is an accelerator card for the Apple II/II+.
