Sounds a lot like the DoubleTalk card.  It runs Echo-compatible programs, but
also let's you adjust pitch, speed, and volume with software commands. 

<<  S.A.M. (Software Automated Mouth) which is a far
better, if less common, speech card. It has English text and phoneme
modes as well as adjustments for pitch and speed.
What is especially interesting is that the follow-up to the S.A.M. card
was a version of the software that works with the existing Apple II
hardware and does a pretty fine job of it. >>
