If you have the Disk II ROM contents in your
upgrade ROMs then they were not copied correctly
and will be missing the diagnostic routines.
In an enhanced IIe they live at C600-C7FF
and are bank selected with slot 6 & 7 ROMs
with the SETSLOTCXROM / SETINTCXROM softswitch.

If you mean the JDR card, it does have at least 1 PROM.
