Yes, he did.  The cable you found indicates that he used Apple II Oasis'
Apple II Disk Server on a PC.  The cable goes from the Apple II game
port (16-pin DIP socket) to the PC parallel (printer) port.

The Apple II Disk Server contains a help file which details how to set
this up and use it.  It enables the Apple II to access disk image files
on the PC as if they were normal ProDOS disks attached to the
Apple II.  The ProDOS client code for this is included in a .dsk image
that is included in the Apple II Oasis distribution.

Apple II Oasis is shareware, but you can certainly try it out for free.
(I am not associated with the author, but I do appreciate his software
and have had a copy registered for almost three years.)
