Hey dip-shit, a programming language requires alot more functionality
than a scripting language or a markup language. A programming language
provides the users the ability to create applications such as word
processors, games and a lot more then mere website content and forms. I
have a degree in Microcomputer Programming and Networking so you should
sit back and listen a little. I build my own website and know the
differece. You can't build a Paint editor with HTML. You have to use
script languages at least or use a Java Applet. Programming languages
provide ability for the programmer to interact with hardware and control
it. HTML really is weak when it comes to arrays. Something that a
programming language provides but HTML doesn't. Script languages can be
easily mistaken for a programming language but HTML is a far cry from
being a true programming language.

Scripts are often used to give some level of programming language like
features but they will fall short in certain areas that you will clearly
find out in being a real programmer, programming software with
programming languages and working with scripts.
