No, not a cop out, an opinion.
I will now state what I hinted at earlier. You have not empirically proven
that HTML is a programming language. Neither has anyone empirically proven
that HTML is not a programming language. The answer to this question is
neither black nor white. The answer lies in a very grey area. There are
many opinions, but that is all that they are, opinions.
BTW, most of the traffic lights in my area have sensors embedded in the
pavement. The exact sequence of operation depends on traffic (user input).
