No.  The IIc+ was only released in North America.  I've never seen one
either.

Because of this, its built-in power supply probably only runs at 110V,
and it will only support NTSC video output, both of which would
complicate its use in other countries.

You can connect up to two external 5.25" drives to a IIc+ (as well as at
least one more 3.5" drive).
