Unless you are wanting to do this for your own personal reasons I'm
not sure there is much point.
I don't know about the Commodore version but I do know that Syndicomm
has a large number of brand new, still shrink wrapped Apple II
Computer Eyes cards (I think they are only the IIgs version but I'm
not sure) and they are selling them for next to nothing. Check out:

Much easier to just pick one up than to try to recreate one. :-)
