You can burn CD-ROMs in native Apple II format for easiest access.
If you have a SCSI interface in your PC, you can copy your IIgs SCSI hard
drive with multiple partitions and make a CD- copy of it, up to 600+ MB.
If you don't mind wasting space, you can make a CD out of a single 32MB
ProDOS partition that you have set up on an emulator on your PC. Just save
it in raw format, like .2MG without the header.
If you're anal retentive like me, you can hand create a partition table and
concatenate multiple ProDOS partitions (maybe up to 60+, though it's a pain
to have more than 20 on the desktop) into a CD-image and burn that into a
CD-ROM, using the program FILE2CD.
I haven't found a GS emulator that recognizes partition table images under
Windows.
The documentation for Kegs talks about it, but I think that only works on
the Unix version.
