I won't point out the problems David Empson did. I'll assume you are
talking about a 6502 vs Z80 comparison.
I'd say you'd have to supply a context before you could compare the chips. In terms of running on an Apple, a 6502 is preferable to running the CP/M card. In terms of other machines, I'd say it's possible for the reverse to be true.
In terms of opcodes and design, the Z80 has more of opcodes and registers. The instruction set is sometimes less intuitive than the 6502 set. There are also a general set of rules to follow under the Z80. In spite of the smaller instructionset and registers, it is my opinion the 6502 is easier to program.
