Without knowing what lines you have connected in your cable, it's kind of
hard to say if something about your cable is a problem.
This may help.
Using ADT-GS (v.91) on the IIgs and ADT-Win on the PC (running under
Windows Me), I did a test transfer and the combination worked fine.

Here are some details:
o- For the test, IIgs speed was set to Normal (slow).
o- The Control Panel "Modem Port" settings are all at the defaults (all
checkmarked settings). In "Slots", Slot 2 is set to "Modem Port".
o- The IIgs cable is a standard high speed modem cable described in the FAQs (a
'regular' Mac modem cable also works)

o- The NULL modem adaptor is the one described in the FAQs.

o- The IIgs modem cable is plugged into the usual Serial Modem Port. The 25-pin
end is plugged into the NULL Modem adaptor. A cable from the PC COM port plugs
into the other side of the NULL modem adaptor.
o- Speed is set to 9600 baud in both ADT programs (ADT-GS does not work
reliably at higher speeds). ADT-Win is set to the COM port being used for the
transfers. (The COM port's settings under Windows are for approx 115k max speed
and hardware handshake flow control.)
o- The target diskette has been Inited; so, it's ready to use. It's in Drive 2
and "Disk" in ADT-GS is set to Drive 2.
o- The disk image (.dsk) file to send is in the same PC directory (folder) as
the ADT-Win program (ADT.exe).
