First thing to try is reseating all the chips, rocking them a little bit in
their sockets. Don't put too much stress on the PC board--supporting
it while pressing is sometimes necessary.
The symptom suggests that the video generator is working, but the
CPU, and possibly some of the memory chips, are not functioning
properly. Often this is a result of oxidation of the IC pins, which
causes poor contact with the socket.
