Both the monitor and the computer should have power lights on them.  Are
they on?  If you have power lights on both, does the IIe computer turn
on one of the disk drives and make a racket as it attempts to boot?  If
yes so far, try adjusting the monitor brightness and contrast controls.  

BTW, the monitor should work using a standard RCA cable, even an audio
one.  You may need to hook it to an 80 column card though.  If you don't
get anything still, pull out all the card (while the computer is OFF)
and try it again.
