Are you asking about an Apple IIGS or a 68k Mac?  They're 2 completely 
different creatures.

For the GS, there is Marinetti (TCP/IP), Arachnid (web browser), telnet,
Spectrum Internet Suite (ftp, telnet, web browsing & utilities) etc.

For the 68k Mac, there's MacTCP 2.06, ConfigPPP, MacWeb, Netscape, NCSA
Telnet, Fetch ftp etc.

They may not be the latest but they still work fine for most websites.
