That's normal. The DOS 3.3 FST, like the MS-DOS and Pascal FSTs, is
read-only. They don't allow you to write or initialize disks in these
formats.

The only reason I could think for them not working is if they're using a
modified DOS. This was quite common with games. Have you tried it with a
disk which you are 100% sure is using Apple DOS 3.3?
