HGR shows the graphics at $2000.  HGR2 shows the graphics at $4000.
So you are displaying $4000 but loading at $2000.

PR#3 starts 80 columns, which you probably do not want unless
you are trying to display a double-hires graphic.

  10 HGR2
  20 PRINT CHR$(4);"BLOAD MY.PICTURE,A$4000"
  30 GET GARBAGE$
