Specific non-Wikipedia citation that says that a Canadian can copy something that has been abandoned, without requesting copyright exemption for that work from a copyright tribunal after trying and failing to locate the copyright owner, please? (So, there is a way, but not anywhere near as broad as you claim it to be.)

For what it's worth, fair dealing appears to be more like the US concept of fair use (although somewhat stronger due to being directly coded into law, whereas fair use is a judicial doctrine), which doesn't cover copying the entire work just because it's abandoned in any way, shape, or form - and ESPECIALLY not when the copyright owner has an authorized distributor offering it for sale (and therefore the copyright owner being found).
