Pretty sure I know the answer to this one. The license was originally issued to ByteWorks, which eventually transferred it to Syndicomm when Mike decided to leave the Apple II business. Syndicomm inherited all of ByteWorks originals and proofs, some of which weren't in the best condition considering the era they were originally scanned. I recall Sheppy having to rescan many of them, to modernize and improve their quality.
I have a few docs from the ByteWorks era and the resolution is not very good. Had Sheppy not released all the APDA content on CD, I was faced with buying replacements one by one and that was going to get expensive.
