I'd think you could use a Mac-to-VGA dongle and a VGA-to-5BNC cable.  Both
of those are (or were) fairly standard parts, though maybe a little harder
to come by nowadays.  If the dongle you buy is one of the universal models
with a block of dipswitches, you should be able to ignore the switch
settings when using it with a IIGS.

(I've never had a monitor with a 5BNC input that would sync down to 15.5
kHz, but I have an NEC MultiSync 3D that I can plug into my IIGS with the
Mac-to-VGA dongle that was bundled with the monitor.)
