KR9600-PRO for Apple II Europlus

Hi all,

 I've an issue with my keyboard, the number between 3 and the rest of the first line does not work anymore. I suspect that come from the Keyboard Controller. I've found an IC KR9600-PRO for replacement. But when I plug it into the socket, the keyboard does not react as expected at all... I get "ZZZZ" when I press any key...
 I've seen in the KR9600-PRO's Data book, there is a ROM inside it to make some translation.

 Do we need to program the "blank" KR9600-PRO" to work with an Apple II Europlus Keyboard? If yes, where could I find the ROMâ??s source?
