If only one key doesn't work, I'd be much more likely to suspect the key
switch than the encoder. 

This is easily tested by momentarily bridging the contacts of the
keyswitch--if it works like pressing the key, then the keyswitch is bad (or
more likely, needs cleaning). 

And, yes, the Apple encoder is a custom programmed part--with mask
programming. You need either an *exact* replacement (Apple part number) or
a new "emulation" of the original encoder.
