Good question! The answer is that I was wrong. ;-)
Both the joystick buttons and the Apple keys (and NadaNet) pull the
pushbutton inputs high.
The button/key combination that creates a short is PB3 and the SHIFT key,
if the shift key modification is installed (as it is by default on rev C
and later //e boards).
