No, that's probably the original oscillator - the first available TWGS boards sold were that speed because yields for reliable high speed 816's were so bad - 7MHz boards came MONTHS later. I have a couple of 6.25MHz boards in storage.

The ZipGS had some weird oscillators too - I have a few 7.1MHz/8K boards.
